SHELL - Decline Phase invalidated?

After reaching a peak at 32.64, SHELL has been making lower high(LH) and lower low(LL) suggesting it could be moving toward a decline phase. However, there has been no follow through.  Instead SHELL prices moved sideways for 5 weeks between the declining 20-week MA line and support/resistance level at 29.185. Last week price action was bullish when SHELL broke out above its downtrend line and the 20-week MA on relatively higher volume suggesting SHELL could be moving higher instead. Will there be follow through this time?
