SHELL - Moving to Decline Phase?

Recent price action suggests SHELL could be moving toward a decline phase? Weekly chart shows SHELL has declined below its uptrend line and 20-week MA(moving average) line. Last week it rallied toward its broken uptrend line but ended the week with a bearish shooting star reversal pattern on a relatively high volume. This has a potential negative connotation.
